Its not under central jurisdiction. . Its not under your control. Its not under republican administration. A complete waste of water, falls upon you. focus on the five biggest effected by the storm. There are 100 districts. Look at the dams. close them NOW!!! divert all excess water to farmers and make sure every district has enough water capabilities. Charleston the biggest close down all water flows into the city.
