(Columbia-AP) April 24, 2003 - Education leaders are
encouraged by Governor Mark Sanford's proposal to give
school districts more control in how to spend state
dollars. But they say it still doesn't address the
problem of shrinking budgets.
Sanford Wednesday announced a plan to restructure
education funding that would give school districts money
for teacher pay, school construction and maintenance and
special programs, such as gifted and talented or early
childhood development.
The bill would also provide money to cover services
for children with disabilities and provide technical
assistance for low performing school districts.
Legislators are struggling to fund education in a
tight budget year. Educators say they need about $2200 a
year per student from the state. House budget writers
have allocated only $16 per pupil for next school
year.
