Highlights of Gov. Mark Sanford’s address to the General Assembly:

ECONOMY: His top issue is creating new jobs, improving the quality and pay of those jobs, stimulating the economy.

What it will take: Lowering the state income tax, adopting pro-business growth legislation, making education system more efficient

RESTRUCTURING: Make state government more efficient by closing/combining 15 agencies, including constitutional offices; closing two USC branch campuses

What it will take: A combination of legislative and voter approval to change the state constitution

PRIVATE SCHOOLS: Offer lower- and middle-class families tax credits to send their children to private schools

What it will take: Legislative approval

LAW REVIEW: Create a “sunset commission” to see which, if any, laws are no longer needed and should be taken off the books

What it will take: Legislative approval
