In order for South Carolina to improve economic conditions, local and state agencies must work together, Gov. Mark Sanford said Thursday in Greenville at a hearing on the state's $5.8 million budget.

The hearing is one of several being held across the state.

Sanford said, "This (hearing) is a neat chance for citizens to have their voice heard. The groups (here today) have been meeting on a regular basis, looking at the different activities of these different agencies and comparing one activity to another."

Carroll Duncan drove up from Summerville to attend the hearing at Greenville Tech's Greer Campus. Duncan opposes plans to spend tax money on a four-lane highway that leads through the center of town when Carroll believes other roads should be priority.

"It's not just a local issue. It's also a federal issue because we are spending federal, state and local tax money for something that is totally unnecessary and political," Duncan said. She said she was satisfied that she was allowed to speak during the hearing but still dissatisfied that she doesn't have new information to take back to Summerville.
