Regular ocular health examinations are imperative for monitoring the health of patients and an evaluation must be completed in person to have an accurate assessment of a patients' health. This bill will protect our patients from having a false sense of security that their health has been evaluated without anyone ever physically looking at their eyes. An eye examination is far more than just a refraction. Within the past year I have diagnosed multiple vision threatening conditions that patients were asymptomatic for based on only their refractive data. I have helped children who were doing poorly in school even though they passed a vision screening by addressing a visual deficiency they were not even aware of. I helped a young female receive a diagnosis of multiple sclerosis because of changes I was able to identify during her examination. These are just a few examples of why it is so important for patients to have regular eye examinations in an office with a doctor that is able to evaluate them thoroughly. There is so much more that goes into a proper health assessment than just a refraction, and refractive information has to be interpreted based on patient responses, beyond the subjective answers. One of the primary functions of the government is to protect its citizens, the passing of this bill effectively fulfills this goal for the patients and citizens of SC.
