Public to see DOT audit today
Agency commissioners expected to discuss it later in public session

COLUMBIA -- A yearlong management audit of the state Department of Transportation will be released today, and highway commissioners are expected to discuss it publicly later, commissioners said.

The 60-page audit report, expected to be a critical examination of DOT's spending and management, already has been discussed privately by the commissioners. Legislative Audit Council reports, by law, cannot be disclosed publicly until their official release.

DOT Chairman Tee Hooper of Greenville said the board will meet after Thanksgiving. He said it's up to other board members whether they want to discuss it and take any action.

"I anticipate that there will be discussion about the audit at our next commission meeting," he said.

Commissioner Hugh Atkins of Spartanburg said he believes the report will be discussed publicly.

"We'll probably do some of that discussion in private because it's involving personnel, but I'm sure we'll do some in public also," he said. "As far as I'm concerned, we'll insist on trying to correct all the deficiencies that we can. Other than that at this point, I couldn't comment."

Lawmakers requested the audit last year following allegations by Hooper of mismanagement at the giant agency.

Hooper told DOT Executive Director Elizabeth Mabry at last month's commission meeting that he thought she should resign.

Mabry fired back, sending a letter to newspapers accusing Hooper of attempting to wreck the agency for political purposes. She also held a news conference at which subordinates gave slide shows taking issue with news stories about the DOT.
