The debate over banning smoking in restaurants and bars split House members Wednesday across party lines. The House voted 55-52 to send the bill back to committee, essentially squashing it this year.

The House gave key approval Tuesday to a bill that would require all school board elections to be held on the second Tuesday of November. The vote authorizing second reading was 60 in favor and 24 opposed.

The Senate approved a $6.5 billion state spending plan last week. Five senators were recorded as voting against the budget, including Campsen of Charleston and Grooms of Bonneau.

During the debate, senators took a 32-10 vote to table plans to give taxpayers a rebate check worth about $250 a family. Here's how local senators voted on that topic:
