Gov. Halley, I recall funds being set aside for Charleston SC to repair roads and work on flooding issue but your office refused the money because SC didn't want to have to pay back federal funding. If that money would have been used by now the flooding issue could have been improved. That probably would have saved a lot of money now on road damage and other issues now. I want to know is it to late to get that money now and work on what should have been done 7 years ago.
