Haley, I recently attended the 2nd parole hearing for SCDC inmate Raymond Edward Hargrave SCDC 00198048, where he was denied. The Parole System is grossly flawed. I see countless violent offenders released, yet Raymond remains. When he was 1st incarcerated, his sentence was 20 to life with ability for release after a certain amont of time and with good behavior. Since then, a new director of the SCDPPP changed that so unless he's granted parole, he will not be released. I met Raymond 12 yrs. ago at Perry Correctional Institution as the Chaplain Assistant. He coordinated the Sat. services my church conducted quarterly. Then and now, 12 yrs. later, he's the same man, a strong Christian, a dedicated employee with a strong worth ethic, a leader, a positive influence on other inmates, I could go on. Since his incarceration at the age of 20, he has NO disciplinary actions, NONE. He's now almost 42. He's worked the entire time with countless acknowledgements from supervisors of the excellent job he does. He's worked with the Scared Straight program and was/is a current member of the IRC (Inmate Relations Committee). Raymond wants to positively influence others on the outside, specifically at risk youth to change the direction of their lives. He has housing, employment, a strong support group when he's released. I GUARANTEE he won't be a repeast ofender. Gov. Haley, I hope and pray you have a massive change for the DOC and the Parole Board. I respectfully request a personal response from you.
