Governor Haley: I know that with the volume of mail that you receive
daily that this perhaps may not reach your desk. But I wanted to write to
you and let you know about the retirement of our mayor, James "Jimmy"
Scoggins. Mayor Scoggins began his service to our community in the 1950's
as a councilperson for the Town of Lowndesville. Later on he served
several terms on and off as mayor and councilperson in the 1960's and
1970's. But for the past 20 years he has consecutively served as our
mayor. As of December 31, 2015, at the age of 85 he decided that it was
time to step down and enjoy life after being involved in our local
government for over 40 years. Lowndesville is a small town in Abbeville
County where Jimmy was born and raised. His love for the community in
which he was born is what led him to serve our small town. Often times in
a community our size we get overlooked on a lot of things. But Jimmy has
fought over the years to make sure that the town got everything that it
deserved. One of his greatest accomplishments in office is that after over
40 years of trying to get public water to our town, we finally are about
to get a public water system ran through our community. Lowndesville is
one of the last towns in Abbeville County to have public water and thanks
to the efforts of our former mayor, the construction is due to begin this
year. On Saturday, March 12th at 5pm, we will be honoring Jimmy (along
with his wife Imogene who also retired as councilmember with 20 years of
service) with a banquet. Rep Craig Gagnon is attending and will be making
a presentation. However, I was wondering if you could maybe write Jimmy
thanking him for his service or even if you could call him. It would make
