From what I have seen on the internet all I can see is for non-violent drug offenders. My question is if the early release will extend to all non-violent offenders and when this will go into effect. I have a friend who is currently incarcerated for 3 years for shoplifting less than 30 dollars worth of merchandise. He is scheduled to get out in Feb. of 2017 and I am wondering if this will apply to him and when he can be released assuming this new law would apply to him and his situation. I would really appreciate a response as soon as possible so that I can let him know if this is just a rumor that is always being passed around in the prison and jail systems or if this is one that has some truth to it.
