Dear Governor Haley,

My name is Dennis Woolard. The name of the Company I represent is Insight Benefit Group. I am a new member of ALEC and the Tax and Fiscal Policy Task Force.

Insight Benefit Group has authored funding tool that has been used by the Private Sector, very successfully, for more than 15 years to resolve unfunded, post-retirement benefit liabilities. We have made the necessary changes to the Program to feel very confident that we can bring our Program to the Public Sector.

We presented our Program to the Tax and Fiscal Policy Task Force Sub-Committee at the December ALEC Conference and will be presenting at the Savannah ALEC Conference in May.

Pension reform and massive OPEB Liabilities are topics that every Governor and Legislator is aware of as State Budget concerns are publicized every day.

We truly feel we have a tool that can be used not only effectively but actually turn liabilities into assets on the State Balance Sheet.

The Solution is very straight-forward and as I said has been utilized in the Private Sector, by very large Companies, for more than 15 years. We have all of the supporting data (truck loads), financial stress tests, etc to pass any and all vetting and due diligence examinations.

The solution to Pension Reform and OPEB Liabilities is not in the traditional box. If it was Pension and OPEB would not be multi-trillion dollar problems that must be dealt with after years of avoidance.

We are looking to affiliate with decision makers who are focused on implementing solutions because it is the right thing to do.

That was one of the main things that drew me to ALEC. They want to institute significant change to shrink the Federal Government and promote fiscal responsibility, at all levels, because it is the right thing to do.

Speaking with you, Governor Haley, and/or others you feel should be included would be most appreciated. I have supporting documents available for review as well.
