Sanford taps members to infrastructure, mental health panels

COLUMBIA, S.C. (AP) - A North Augusta businessman is Gov. Mark Sanford's second appointee to the State Infrastructure Bank.

Since 2001, Ernest L. Duncan has served as the county executive for Wachovia Bank in Aiken, where he was responsible for coordinating sales, service and community involvement in Aiken County.

Duncan earned a bachelor's degree in business administration and accounting from South Carolina State University in 1984.

The Infrastructure Bank issues bonds to cover large transportation-related projects, typically of more than $100 million.

Also on Monday, the state Mental Health Department announced the appointment of Stephen A. Imbeau of Florence to the state Mental Health Commission, the department's governing body.

Imbeau, a Portland, Ore., native, is a certified allergist. He earned his medical degree from the University of California, San Francisco.
