The first type of error (which will be the most frequently occurring) refers to those accounting transactions that fail one or more of the edit criteria in the input/edit and update modules. These errors are internally detected, and are corrected by submitting error correction transactions or updated directly on the terminal. Correction transactions contain the corrections for individual data elements on the transactions that have violated system edit rules. A direct update changes the field in error and edits the record on-line. These features of STARS require the resubmission if the entire transaction. These corrections will normally be made by the Comptroller General's Office.
The other type of error occurs:
- When an accounting transaction has been posted incorrectly to the system master files or
- The transaction error cannot be recognized by the system. Agency accounting personnel normally detect these errors as a result of the routine monthly reconciliation process described in the section that discusses Indirectly Detectable Errors. The corrective action for these errors that are not detected by internal edit checks, involves reversing a transaction and/or submitting an adjustment transaction. The specific action to be taken depends on the error. The corrections will normally be prepared by the agency submitting the original input document and transmitted to the Comptroller General's Office for approval and processing.
