I've done some preliminary research on this subject this morning, and find that this is primarily a local zoning issue. I've reached out to the South Carolina Public Service Commission (PSC) about cell phone tower construction, who in turn contacted the Federal Communications Commission (FCC) - neither have much to do with cell phone tower construction; if the zoning allows it then it can be constructed. Apparently cell phone towers are only regulated by the FCC when they are over 200 feet tall, and this is concerning aircraft. Since local zoning in your area is what permits cell phone tower construction, I would contact Mark Hendricks with the Lexington County Commercial Permitting about this issue, and he can point you in the right direction.
