Good student (3.6 GPA); Honor Society lives in Charlotte, NC but plans to attend USC. Our daughter (child's mother) is a single mom of four. We, the grandparents of the student, have always helped financially with rent, car note/other expenses. We're retired and unable to assist further with this Out-of-State fee. Have been advised that in certain hardship/special circumstances, it's possible to get fee waived. I understand that the Commission on Higher Education makes these type decisions.
