This dog was tortured and since the local authorities considered it a stray that torture- DAYS of torture- is not worthy investigating. Is this how your state runs? If an animal is considered stray or given some other title that implies that it has no value then people are free to do what they will with impunity? Shot in the head, dragged behind a car, spray painted and left for 4-5 days in the hopes that it would die on its own but it didn't. When the PUPPY didn't die that's when it was finally dropped off at a shelter- by some low life that was tired of looking at it no doubt. I can't imagine what kind of legislative logic would discern between torture and intentionally cruelty of a stray as being unimportant vs torture and cruelty of non-stray animals. Why isn't this case being investigated? Are the you only state in the Union that does not consider torture to be a punishable offense? Shouldn't this be a felony investigation given the barbaric nature of the injuries? What is wrong with your constituents that think this is OK and what's wrong with your gov't employees that are too lazy to do their jobs and investigate cases of animal cruelty- or is animal torture the official State sport? One more reason to avoid SC
