We the people have grown tired of hearing about gun violence and the related gun control versus the second amendment debate while nothing is even attempted to make us safer. I understand that there are no easy answers when it comes to this issue. People with hate and rage in their hearts will always find a way to bring harm to others, however, failure to do something , anything in regards to this issue can no longer be tolerated either. What I am suggesting is a four level approach to this issue. 1) All registered gun owners must be required to take a regularly scheduled training/safety seminar, pass a mental health exam, and must pass a range test showing that they are capable of firing their weapon(s) and a specific target. Failure to pass the test results in loss of weapon. We require lawyers, doctors, teachers, drivers, and others to stay certified at their own expense, it seems like requiring gun owners to do so would not be that large of a leap. Additionally this would also help address people who buy from private sellers or from gun shows. If someone can't pass a driving test, we take their license. Seems logical that someone who can't pass a shooting test should not be able to own a gun. 2) Create/modify legislation so that any crime (except traffic violations) or maybe just violent crimes, committed with a weapon, results in automatic double fines and jail time. I realize this will not hinder those who go into a situation knowing they will not survive nor do they have any desire to survive. But it would give some second thoughts. 3) Create/modify legislation so that being in possession of an unlicensed/unregistered firearm is a felony punishable by a minimum of 5 years in jail, for each unlicensed/unregistered firearm in their possession and in increased by a multiple of 5 for any additional offenses. Exceptions can be made for any firearm, where the firing mechanism does not function. 4) Pass legislation that those on the no fly list or any sort of watch list, cannot purchase or own firearms. Any combination of these four suggestions would be better than that lack of action that we have seen on this issue. Furthermore, none of the options place limits on the kind or amount of firearms people can own, which should minimize the complaints by the NRA and gun lobby. Thank you for taking the time to consider this. Michael Volk 105 Brookfield Circle West Columbia, SC 29172 803-351-3665 mike@mtvcc.us
