My idea is to make those who are pulling trailers, to get a special permit and to purchase a tag (license plate). This would not only bring in the much needed extra money, but also save on insurance cost. My constant fear is getting hit by someone whose tag I cannot see, and them taking off after knowingly or unknowingly hitting or scrapping my vehicle. Most other states have this.
