Columbia (AP) - House members introduced a bill today that
would limit government spending and growth.
The bill
will now go to the House Ways and Means Committee for
debate.
House Speaker David Wilkins says the bill
will set up a sufficient rainy day account while keeping
growth and spending in check. The bill would create a new
spending limit formula and set up a fund to replenish reserve
funds.
House Speaker Pro Tem Doug Smith says
government grew too fast in the 1990s when the economy was
strong. Smith says the state was forced to deal with
several rounds of budget cuts when the economy
soured.
The budget may fall as much as $1 billion
dollars short of meeting more than $5 billion dollars in
spending needs in the fiscal year that begins July
1.
Smith says bad spending habits of previous
years need to stop.
