I fully support raising South Carolina's gas tax WITHOUT offsetting cuts.  "No new taxes" is a good slogan but when expenses increase and long-deferred maintenance becomes critical, it's short sighted to rob programs that are already shamefully underfunded (mental health anyone?) to pay for it.  Let's hitch up our britches and do what needs to be done.
