<WFUD_Request>Dear honorable Mrs. Haley,

There is a problem with storm drainage in my neighborhood and several things have been tried by various agencies that have not worked. The foundation of the problem is that the storm drain pipes running under the road cannot handle the amount of water that comes every other year or so during very heavy downpours. The system worked fine during the 1000 year flood because it wasn't a fast heavy rain such as spring and summer showers produce, but rather a long rain that endured for several days. When my area gets the very heavy early summer downpours, we experience fairly severe water erosion issues here.

A law suit was just settled by one of the neighbors, but DOT still refuses to address the problem. DOT claims that it is not their problem because they claim the City of West Columbia, some 30 years ago signed some agreement that they would handle complaints and issues that arose in the area. However, last October 2016 a circuit judge ruled that the agreement that DOT keeps throwing in our face to absolve themselves of any responsibility is not legally enforceable.

I have had DOT representatives out here in the last couple of weeks and that's exactly what they tell me, "It's not our problem." I would like to discuss this matter with someone. I understand, according to the court filings, that the estimated cost of repair would be about 1 million dollars. However, I would be perfectly happy if DOT would merely cut a culvert along their right of way so that on the rare occasions that this happens, the severe water runoff would be directed back to the creek bed further downstream from where it comes. I have had three engineers from various companies out here to look at the problem and they all three said that a well built culvert would do the job.

I agree that it is such a rare occurrence that spending a million dollars to fix something that happens every couple of years is a lot of money, but something needs to be done. I will be happy to dig the culvert myself, but I'd ask that DOT at least pay me for the work and provide me the necessary permissions to work on their right of way. If possible I would like a fairly quick response. The house behind me is in danger of collapse and no one will do anything to repair it until the storm water runoff issue is addressed. No one wants to just throw away more money on this issue.
