Debit Card for South Carolina Medicaid Recipients

NASHVILLE, Tenn., Feb. 16 /PRNewswire/ --
HealthLeaders-InterStudy, a leading provider of managed care industry
intelligence, finds that no governor may be going as far to control
Medicaid spending as Republican Mark Sanford of South Carolina. According
to the latest issue of the North & South Carolina Health Plan
Analysis, Governor Sanford is proposing that Medicaid recipients in that
state either use a debit card for some medical expenses or enroll in a
managed care plan or new primary-care case-management program. About
850,000 people in South Carolina receive Medicaid benefits.
"While no state has begun using debit cards for Medicaid, three other states have operated 'Cash and Counseling' demonstration projects that give small groups of disabled Medicaid beneficiaries their own dollars to spend on personal care services," said Jane DuBose, HealthLeaders-InterStudy analyst. "South Carolina also has a two-year-old Cash-and-Counseling program called SC Choice."
