Governor Haley,

I have a problem and don't know where to go for help, except to you. I know you make a difference and my issue is very near and dear to my heart. I have a 2 year old granddaughter who I feel is in danger. I've called DSS to no avail, according to S.C. laws, grandparents have no rights. My granddaughter was about 10 months old when DSS was initially contacted through Charleston County police after my then son's girlfriend called 911 because the baby was chocking. DSS came in and placed the baby in my care due to her mom strung out on drugs. She was instructed to take parenting classes, which she never completed. February 2015, my son split up with her and within a month she was staying with another man, who's 1st wife died of herion overdose. She went to jail for other charges in March, I had the baby for 3 months. During this time I found out that the mother wasn't just taking pills and cocaine but was hooked on herion. The sad part is that I also found out that my son is also hooked  and her present boyfriend is also. My grandbaby isn't safe. I pick her up and keep her at every opportunity,  but the mom always calls after 2-4 days and wants her back. She'll stay with her a day or 2 and either I get her back or my son picks her up, which causes another problem because he's also on herion. 
Ive called DSs several times in the last couple of months as well as other people that are concerned and was told that they don't think they have a case.
I need your help or I feel that one of these days my granddaughter is going to be in extreme danger or die. They not only use in front of her, but they drive vehicles,  takes her out in the cold with only short sleeves on. Recently the baby was burning up with a fever, my daughter had to step in when both my son and ex was over medicating the baby.
I have numerous people who will attest to the truth of this, including the ex's grandmother. Please, Please help me, I will do whatever needed for the safety of my granddaughter.
