People not registering vehicles in state to avoid paying property tax is an issue. I suggest raising the tax on gasoline but providing an exemption in the form of a "credit card" issued with the property tax receipt which would allow holders to pay a lower tax rate at the pump. This would focus the tax on out of state or unregistered users of our roads. Property tax bills already have a road maintenance component that registered drivers pay. When property taxes are not paid the card could be cancelled electronically. Just an idea to help fund roads by the people who currently get a free ride in our state.
