The bills were pushed through the Legislature this year in response to State Board of Education plans to create uniform statewide dates for schools to start and end classes.
The 13 bills were illegal local legislation, Sanford said. A measure he signed into law on July 23 dealt with the issue on a statewide basis, he said.
Sanford vetoed three other bills Friday that he said also run afoul of the state constitution's ban on special local legislation.
One delayed using new property tax appraisals in Colleton County. It was unnecessary because a new law allows all counties to do that, Sanford said.
The other bills dealt with how long people could serve on the Lexington County Recreation Commission and with reducing the membership of the Union County Voter Registration and Election Board.
