A quick look at what’s going on at the Capitol:

• In the House — Convenes at 10 a.m.; Ways and Means subcommittee considers bill that would grant state employees three days off with pay after the death of an immediate family member

• In the Senate — Convenes at 2 p.m.; continues work on the $5.3 billion state budget proposal for 2004-05

• Elsewhere — 11 a.m., Gov. Mark Sanford and other charter school advocates hold news conference to mark Charter School Day, first floor lobby, State House
