Here is an idea. 

How about we take all these welfare abusers ( I know some personally!)and require them to learn something  and pass a test to receive the handout each month. 

These are not benefits, this is money confiscated from working people. If they didn't earn it they are not "entitled" to it.  

No pass, no check. Anything they need to learn is available online for free. Tutors would come from volunteers and welfare peers. 

I wouldn't be to concerned about the manhours to implement this. Many of the frauds are lazy and would drop out for that reason alone. The money saved could be redirected.

You sign up for welfare and take a placement test to determine your education levels in various subjects. The test is required to apply. Ever have to take a test for a job? I have many times. I should add Grammar! You want to use slang or a foreign language, learn and use English.


Based on their performance on the tests, They are required each month to learn specific material and pass a test. This would allow them to earn high school equivalency diplomas if necessary. A class in U.S. Constitution would be mandatory. 

After that point they would be developing skills at a community college level with emphasis on manufacturing skill based courses. Things such as mechanics, HVAC, construction, civil engineering, electrical, plumbing...  

We already have enough unemployed social workers, administrative types and computer graphics designers. These are parasitic jobs, not wealth creation jobs. Those kinds of courses would be allowed after successfully completing a marketable skill and getting a wealth creation type job.

A reasonable time period to locate a job would be allowed with proof of real effort (How many people drawing unemployment compensation actually look for a job? Not many. But that is a case for the fraud department. We do have on, don't we?) Upon attaining a job, handouts would be phased out.  

You think you have rights??? You also have duties. It is not my duty to pay of people defrauding the state.
