Governor Mark Sanford (website - news) says the increase highlights the need for a broader income tax relief plan. The state's unemployment rate is at 7.1 percent, trailing only Alaska and Michigan. To make matters worse, the state Employment Security Commission says improvement in the near future doesn't seem likely.
