I am writing on the recommendation of Belvin Sweatt in Bennettsville.
 
Who can tell me what branch of the government oversees the State Ethics Commission?  I have questions about their hearing procedures.  Their in-house counsel advised me to not retain my own counsel for a hearing.  Yet, when I arrived, the hearing was in courtroom format and  I definitely needed counsel.  As a result, they have fined me $10,000 in late fees.
