Senate approves
sweeter motion picture incentive

COLUMBIA, S.C. - Movie and television
production companies will get more incentives for bringing casts and
crews to South Carolina under legislation that's headed to Gov. Mark
Sanford's desk.
Senate President Pro Tem Glenn McConnell urged the Senate to move
quickly on the incentive package because a $45 million movie
production and $43 million from a television series were at
stake.
McConnell would not provide details.
"Now there's a whole bunch of stuff that will probably come as
result of these changes," McConnell said. The relatively small law
changes result in "a major economic injection" for the state,
McConnell said.
The state now rebates 5 percent of wages paid for in-state
filming. But that's tied to money withheld for state tax
collections. The change raises that rebate to 15 percent and says it
applies to all wages up to $7 million. It will cost the state about
$6 million.
The new incentives also double rebates on admissions taxes. And
production companies would get a 15 percent rebate on other money
they spend in the state. Those perks would cost the state $3
million.
McConnell said the incentives are less than what Louisiana
offers, but they are competitive with other states.
It's the second year in a row the state has offered better perks
to the industry. Movies filmed in South Carolina recently include
"The Patriot," "Forrest Gump" and "Radio."
