House measure would
prevent 'bobtailing' bills

COLUMBIA - The House approved a measure
Wednesday that would stop legislative tack-ons known as bobtailing
through the rest of this year.
The Statehouse issue drew attention this year when Gov. Mark
Sanford vetoed a bill that started as an economic development
incentive package but ended up including expansion of university
programs, a trade center in Myrtle Beach and a culinary studies
program in Charleston.
The resolution says amendments have to reflect what their titles
say the bills cover. That measure required a majority vote and
allows the Senate and the House to get around a two-thirds vote
requirement to change their rules midyear. It is a temporary
measure. The House and Senate would have to adopt the change next
year when adopting rules in January.
The Senate now has to decide how to handle the resolution. |
