Starting around 40 years ago, OPEC begins controlling the oil market so that they keep the prices of a barrel of oil, as well as for a gallon of gas, wherever they want it. Fast forward to the 21st Century when fracking was developed. Now US producers are sitting on mountains of oil, making OPEC less significant. OPEC is not even swayed. They control the market. So they start lowering their prices by dumping oil into the economy. They will easily recover from any loss since oil practically grows on palm trees in the desert in the Middle East. They can artificially lower the price for months before they have to withhold giving any money to terrorist organizations. Meanwhile in North Dakota, a fracking business owner must also reduce the cost of his oil so that he can compete with OPEC. This takes money out of his pocket, the pockets of his employees, and money away from exploration so he cannot increase the size of his business. Since the prices of oil are now artificially low, members of state legislatures as well as Congress see their big chance! Now that gas prices are low, no one will even notice if the public gets stuck with a gas tax. Since we are used to paying $2.75 a gallon, a $.40 gas tax will go completely unnoticed. Even if the gas guzzling public does realize what has happened (remember, they really do think we are stupid since we just re-elected the founder of the worst healthcare debacle in the history of mankind), we won't care since the price for a gallon of gas is so low. Six months later, all the fracking business owners have had to close, laying off thousands of employees of their own. They just could not afford to keep their prices low enough to compete with OPEC for a long period. The support businesses (think Wal-Mart and McDonald's) in the locations where these frackers were located have also closed, laying off even more workers. These thousands of workers now go on unemployment. OPEC, seeing their big chance, pulls oil off the market and the prices go back up to wherever they want them to be. The public, having been duped once again by their lawmakers (remember, we were actually called "unsuspecting" by the Obamacare architect), not only have to pay the OPEC price for a gallon of gas, but also the new gas tax, each time we fill up the tank.
