The Ombudsman’s Office is in receipt of the email below from Ms. Sue Cooper of South Carolina Department of Administration on behalf of Mr. Edgar Hawkins of 8724 Monticello Rd, Columbia, SC 29203,
myweb56k@gmail.com, regarding Solid Waste fees on his property tax notice. He indicated he vacated his home, removed his mailbox and has not utilized solid waste services since June of 2014. Mr. Cooper is requesting to
have the solid waste fees removed from his property taxes.
Please review service request number 502178, have staff investigate and contact Mr. Hawkins.

It is my sincere prayer that you will assist me in this matter as I have been trying to get assistance on this since 2014!
In June of 2014, due to sluggish economy I locked up my home and took the opportunity to earn money outside the mainland USA, in order to earn money to rebuild my residence in South Carolina!
Some of what I do is involved with MILITARY personnel, I have operated in several locations outside of the mainland US. Details of which I DO NOT SPEAK of. I am sure you understand!
When I locked down my home, I removed the mailbox, cancelled mail service, and I attempted to cancel garbage service, and have it removed from my property tax bill.
I left the herbie curbie" far up my driveway by the gate, away from the road, for the state to pick up if needed, since I knew I could be away from home for an extended period of time! But I received conflicting information from various state agencies instead
of cancellation of the garbage service.
I have repeatedly attempted to cancel this service and have the charges removed from my property tax bill, as time and location allows me to do so. Again this has been to no avail.
Recently I have been hospitalized five times with blood infection and a tropical disease. The treatment side effects had been debilitating and the Drug companies say they have no fix for these side effects.
I am currently undergoing alternative treatments to get back to being fully productive rather than being a disabled person and societal burden. This has all been very expensive and painful.
I have not been gainfully employed since the illness. By the Grace of God, I am still alive and persevering.
Paying for this garbage service is a real financial burden and I could use what funds I have to apply to my healing rather than paying for services I have not used since June of 2014! The treatments are NOT covered by health insurance!
Paying for such services that I do not use is very unfair, an extreme burden, and clearly a matter of "Taxation without representation".
Please help me so that I can still pay my property taxes and have my home to come home to!
In addition if there is any way you will see that I am refunded what I have paid for garbage service since 2014 that would be a real blessing and great help! The refund(s) can be applied to my current property tax bill, with any balance forwarded to me at a
P.O. I will provide.

I also notice that on my bill there is nothing for homestead exemption. As this is my primary residence should I not have credit for this? And should this not be retroactive?
