It would raise $23 million for law enforcement and courts, but an
Upstate Senator says it’s really a hidden tax increase. That’s why
Senator John Hawkins helped lead the fight against it last week. The
plan would have added a $25 surcharge on fines related to traffic
stops and marijuana arrests. Supporters say the fees would restore
money lost to budget cuts. Even Supreme Court Chief Justice Jean
Toal appealed to Sen. Hawkins for the fees, saying it could mean the
difference between closing some courts. But Sen. Hawkins helped keep
it out of the state budget the Senate passed last week. He says the
fees are unfair to other agencies that can’t raise fees to shield
their budgets from cuts.
