As far as the the UN and Israel, I think one of the best things we can do is just defund (and try to shut down) UNRWA and have the UNHCR (United Nations High Commissioner for Refugees) take over all of UNRWA's functions (with the condition that no one who currently works at UNRWA would be allowed to stay involved).

UNRWA is the most virulently anti-Semitic part of the UN, and its staff spread anti-Semitism onlnie and aided Hamas in its attacks on Israeli civilians. 

For the whole rest of the world, UNHRC runs all refugee programs and is responsible for each refugee situation. The Palestinians are the only refugee group in the world that aren't governed by UNHCR.

It is unfair, and if the Palestinians claim to be refugees then they should be treated administratively like all the other refugee groups in the world, which if for them to be under UNHCR, not UNRWA.

As a side benefit of this, UNRWA and UNHCR have different definitions for who counts as a refugee. If the UNHCR definition is applied, then almost all the Palestinians that are treated as refugees right now (under UNRWA rules) stop being classified as refugees. That would have a earth-shattering effect on the situation.
