Imagine the surprise that I cant submit a complaint to report how the SNAP office treated me over an error they made? A LONG DETAILED COMPLAINT TO THE DEPT OF AFFAIRS

I work, and am a single white mom. 45, no car, work at home, amd starting over after the flood took all our belongings to water ,mold and mud . MY son is 18 and is a college freshman , first semester this uyear ,,.
I was in a FEMA shelter in OCtober and was NOT AT HOME getting mail supposedly sent to my newly RUINED HOUSE 
GOVERNOR HALEY ? I just want help today to get food for my kids from the six months I was APPROVED FOR and now am told they need paperwork I didnt get - BECAUSE FEMA HAD ME IN A SHELTER ?
SECONDLY , 
I work at a call center for technical support for a major ISP . IT IS NOT&gt REPEAT NOT OK HOW THE"agents" speak to benefit recipiant. I was educated in a school, not a ghetto slang house. IT IS UNACCEPTABLE that an agent lied to her supervisor (FLAT OUT LIED) to make me appear unwilling to fill documents out I never received !!  
I am sick of struggling and ALWAYS getting the "sorry not sorry" talk when I am in  the right for once
