Taxes
• Cutting the state’s top income
tax rate to 4.75 percent from 7 percent over six years
Health
• Increasing Medicaid funding by
$47 million
• Consolidating seven health
agencies into two
Public safety
• Adding 350 state troopers, and
prison and juvenile justice officers
• Pay hikes of up to 7 percent for
“critical positions”
State employees
• Eliminating TERI and 28-year
retirement for new workers
• No increases in employees’
health insurance
