If we replace state owned property with leased property, the taxpayer loses. The real issue is that most state agencies have too many facilities in too many locations. While some, such as DMV, need to have a local presence, others do not. Each agency should develop a plan to reduce the number of facilities and the SIZE of the facilities. Many have "campuses" that spread over large tracts of land. These require costly maintenance and utilities, as well as personnel that will eventually draw retirement. Most of these extensive campuses are at Columbia area "headquarters," but some are at other locations. The ultimate answer is to consolidate all the state agencies into about 15-20. We also need to eliminate all the appointive boards and commissions that supposedly oversee the agencies, but in reality just rubber stamp what the agency heads wish to do. Incidentally, the S.C. National Guard should not be exempt from this process. Thank you.
