I am a 23-year-old senior at Anderson University, and I want to propose a bill. I am the very first member of my entire family to graduate high school, attend college, and not be involved in teen pregnancy. I have witnessed many accounts of welfare living and I think it is time for a change. The citizens of this country, and this state abuse welfare assistant programs, such as housing, and food stamps. My mother spends her food stamps on things like cookies, and candy instead of things like bread and milk. I have seen her many times run out of food stamps long before the end of the month because she cannot make wise spending choices. When I was younger my father received a disability check because he was a recovering drug addict, and food stamps that he sold off to people for cash and drugs. My sister uses some of her disability check for cigarettes. I know that the accounts I have witnessed are only minor compared to things that, I am sure, I have not seen. I believe that it is far too easy to get government assistants in this country, and the change needs to start in South Carolina! I want to propose a bill that requires drug testing in order to receive welfare. No person in this country deserves the government's help if they are not willing to abide by the LAW. I believe this will cut down the waitlist, and allow those who truly need help to receive it. I want this bill to also change the payment methods of welfare checks. No person should be allowed to spend their welfare money on cigarettes and alcohol. If a citizen wants cigarettes and alcohol then they should be required to work in order to get that. The government should provide for citizens NEEDS, and things that will help keep them alive NOT things that will assist harming their health. If we change the payment method onto a debit card, rather than a cashable check then regulations on spending could be applied. Lastly I want this bill to put higher regulations on what can and cannot be bought with food stamps. A mother should nourish her children, and not waste all of her money on candy that is not helping nourish her, nor a child. My goal is to change the world! I have lived, and witnessed welfare life and know that it can be improved. Welfare is too easy to get, and too easy to abuse. In order to create a better world the system has to take a new perspective and fight for respect of its citizens. I truly believe that if South Carolina can start this change it will not be long before everyone else follows the success. Thank you so much for reading my request. I hope to hear back from you.
