The conference committee likely will finalize the bill Thursday and send it to the House and Senate.

House leaders say they want to pass the bill before they begin debating the state budget March 9.

The bill would then go to Gov. Mark Sanford. If he vetoes it, a two-thirds majority vote in the House and Senate is required to override.
