Upstate trooper
charged with beating handcuffed motorist

SPARTANBURG, S.C. - A nearly 14-year veteran of
the state Highway Patrol has been indicted on charges he beat a
handcuffed motorist during a traffic stop.
Lance Cpl. David Chapman punched and kicked the motorist Feb. 24,
authorities said.
Chapman was indicted earlier this week on charges of misconduct
in office and assault and battery of a high and aggravated
nature.
Chapman was suspended from the force on April 5, Highway Patrol
spokesman Sid Gaulden said.
The investigation of Chapman began after a routine review of
videotapes of his traffic stops, according to the Department of
Public Safety.
The agency then turned the investigation over to the State Law
Enforcement Division.
Chapman has been a state trooper since July 1991. He was assigned
to patrol several Upstate counties.
