Gov. Brown stood tough on spending on universal prekindergarten for four year-olds. The program would have cost the state about $1 billion. Studies have shown that pre-school programs; e.g, Head Start have little effect after the second grade. Even if results were positive, should we provide something for one group of children that we don't provide for another? When we were growing up in the 1940's in West Va, we didn't have any public kindergarten and just went straight to the first grade. My husband managed to receive a B.S. in Mathematics without one day of kindergarten. How was that possible? I am a Spartanburg County Republican delegate who believes in fiscal responsibility. Reducing spending is always painful for someone.
