RURAL DEVELOPMENT

The Legislative Rural Caucus introduced a bill Thursday to create the South Carolina Rural Infrastructure Bank to ensure that state funds reach rural areas.

The bill’s sponsors say no new taxes or personnel are needed to create the infrastructure bank. It would set up a $48 million trust fund specifically for rural projects. It also would bring in $25 million in federal match dollars. Rural towns could compete for grant money to complete projects, such as setting up water and sewer lines to attract businesses.

GOT MILK?

The Senate Agriculture and Natural Resources Committee approved a bill Thursday that would set a break-even price for milk produced in South Carolina.

The legislation is aimed at keeping out-of-state dairies from underpricing in-state dairies when they sell their raw product to processors that bottle milk for retail markets. It would create the South Carolina Milk Board, whose main function would be to set a fair price for milk from S.C. dairies. The board would not regulate consumer milk prices.
