Sanford completes staff

COLUMBIA — Gov. Mark Sanford announced his top staff positions Wednesday.

Fred Carter, president of Francis Marion University, will be chief of staff while on sabbatical. Carter was executive director of the State Budget and Control Board from 1991-99, a position that involved coordinating 1,500 employees in the administration of state government management functions and reviewing $1 billion in annual expenditures.

Before that, he was a top aide to Gov. Carroll Campbell from 1987-91.

The deputy chief of staff is Chad Walldorf of Sullivans Island, a Reagan White House political office aide in 1987-88 and now the owner of Sticky Fingers Restaurant Group headquartered in Mount Pleasant.

Carter will continue to draw his university salary. Walldorf will be paid $93,000 per year.

William "Eddie" Gunn will be Sanford's deputy chief of staff for administration.

Gunn is a former interim director of the Department of Public Safety and director of the Department of Probation, Parole and Pardon Services. He is currently the executive manager of capital improvements for the budget board. Gunn was an executive assistant to Campbell. He will be paid $98,832.

Others are:

Henry White, chief legal counsel. He has been the budget board's deputy general counsel since July. Salary, $93,000.

Swati S. Patel, deputy chief counsel. From 1998 until last July she worked for the South Carolina House Judiciary Committee. Patel recently returned to South Carolina from Florida after marrying and working briefly at an Orlando law firm. Salary, $65,000.

Former state Rep. Rita Allison of Lyman, education director. She is former school trustee. Salary, 60,000.

Bob Toomey, senior advisor for budget and policy. He is currently interim health and human services director. Salary, $93,000.

Ben Duncan, budget director. For the past three years, Duncan has been director of finance and administration for the Department of Parks Recreation and Tourism. Salary, $84,326.

April Derr, director of constituent services and executive assistant to the governor. She worked with Sanford when he was in Congress, 1996-2001. Salary, $70,000.
